Breve descrição do trabalho: This PhD thesis advances Health Technology Assessment (HTA) of medical devices by applying Multicriteria Decision Analysis (MCDA) to involve diverse stakeholders in assessing their multidimensional value. It addresses the need to move beyond traditional cost-effectiveness analysis by incorporating additional value aspects, such as device-operator interactions, and emphasizes the importance of stakeholder engagement to fill evidence gaps and foster model adoption. Although MCDA has been proposed within Operational Research (OR) to meet these challenges, its typical use with small, unrepresentative groups limits inclusiveness. Building on approaches like the Collaborative Value Modelling framework, this work investigates which stakeholders should be involved, how to engage them, and which value aspects should be included in different device evaluations. It contributes to OR by offering empirical insights into the design and implementation of collaborative modelling processes, identifying elements that underpin the success of MCDA in real-world settings. For HTA, it provides guidance on selecting stakeholders, incorporating their perspectives, and explicitly integrating multiple value dimensions in the evaluation of medical devices.
